As part of The Loop Dallas, the Hi Line Connector will provide safe, reliable, pedestrian and bicycle infrastructure between the Katy Trail and the Trinity Strand Trail.

Last year, the Katy Trail received almost 2 million visits; those visitors will now have an opportunity to travel from Uptown to Victory Park to the Design District and beyond without leaving a trail.

To maximize user safety, critical infrastructure improvements are part of this project, including substantial lighting, updated traffic signals, responsive pedestrian signals, a new 12’ wide path of travel for simultaneous uses (walking, running, bike riding), updated signage, and the city’s first mid-intersection crossing at Oak Lawn Avenue and Hi Line Drive.

Overall maintenance costs will be reduced through the use of colored concrete and pavers instead of traffic paint and all lighting is LED to reduce energy consumption.

A majority of the construction activities during the 14-month project will be in the median of Hi Line Drive in the Design District, and on the streets and sidewalks along Victory Avenue in North Victory. During construction there will be impacts to the street right of way that will include lane closures and traffic redirection to become bidirectional.

Vehicles will still have access to the residences and businesses along this corridor during construction but may be redirected from the current lane orientation to bi-directional lanes that accommodate construction work.

Victory Avenue from I-35E, under the DART/TRE rail line, to Houston Street will be reconstructed to prioritize pedestrian and bicycle areas separated from vehicle traffic. Lighting will be installed across the project with an emphasis on this passage to increase safety and usability.
